Default Left with a tie - error?

I haven't had to come begging in so long! But I'm stuck on this one, should be simple but...

I'm down to an unbreakable tie, a pair that can't be solved from the clues. We know this generally indicates an error but if so... I've tried everything and can't find it, will you help?

For your solving pleasure I'll submit a blank grid in addition to the usual... thanks!

Clue 1 shows that San Pedro is not Teal.

Clues with "Neither A nor B is C" should result in three X marks. A not B; A not C; B not C.

Once that's done, the rest of the puzzle falls into place. I ran it from the beginning just to double check.
